VETTING by the Garda National Vetting Bureau 

Under the terms of the (Children & Vulnerable Persons) Acts 2012-2016, Comhaltas implements the following: 

Since 29 April 2016 vetting is MANDATORY – no person can provide a service to children/vulnerable adults unless they have been vetted) 

Comhaltas, on advice from the National Vetting Bureau (NVB) has now adopted an online process called eVetting. 

WHO SHOULD BE VETTED?

The Children & Vulnerable Persons Acts 2012-2016 provide a legislative basis for the mandatory vetting of persons who wish to undertake certain work or activities relating to children or vulnerable persons or to provide certain services to children or vulnerable persons.

Accordingly, all persons providing a service/work/activity, that is, teachers/tutors, administrators, or supervisors etc. – will require to be vetted.

REVELANT WORK OR ACTIVITY

Any work or activity which is carried out by a person, a necessary and regular part of which consists mainly of the person having access to, or contact with, children or vulnerable adults.

The Act shall not apply where a person gives assistance on an occasional basis at a school, sports or community or Comhaltas event or activity other than where such assistance includes the coaching, mentoring, counselling, teaching or training of children or vulnerable persons.

 eVETTING PROCESS: 

1. All applicants must complete Vetting Invitation (Form NVB 1) and post this directly to (Tomás Ó Maoldomhnaigh, Cullina, An Cheapach Mhór, Co. Luimnigh). 

2. Applicants between 16 and 18 years must submit Form NVB 3 as well as Form NVB1. 

3. All applicants are required to submit documentation to validate identity. Forms of Photo ID can include photocopy of passport or driving licence, etc.

 4. Applicants should also fill in the ROLE BEING VETTED FOR 

  • music, song, or dance teacher of children and vulnerable adults
  • administrator of events for children and vulnerable adults
  • supervisor of children and vulnerable adults. 

Do NOT use the generic terms ‘volunteer’, ‘branch member’ etc

5. The applicant’s data is then entered on the evetting portal. The applicant is issued a link to complete the application ONLINE 

6. NVB then submits the application to Comhaltas for verification and review.

7. The NVB, on completion of the vetting process, will issue a Vetting Disclosure to Comhaltas and a copy will be provided to the applicant along with a Comhaltas Certificate. The applicant is asked to provide a copy of these two documents to the branch Rúnaí or DLP.

Vetting will then be active for a three-year period and will apply to provision of relevant services in all Comhaltas units.
